Before May 2009, many unlicensed Ukrainian online casinos were in operation. However, after a fire that was responsible for the deaths of nine people in a gambling hall, the Ukrainian parliament (Verkhovna Rada) instituted a blanket ban on all forms of gambling in the Eastern European country.

Gambling In Ukraine
Following a fire in a Ukrainian gambling hall in May, 2009 which killed nine people, the Ukrainian parliament (Verkhovna Rada) banned all forms of gambling in the country. The fire was just the excuse the Verkhovna Rada needed to ban gambling, which had grown out of control in the country. In fact, at the time of the ban, it is estimated that Ukraine boasted over 100,000 gambling halls, many of which were frequented by poor and/or underage gamblers.
On January 6, 2010, the Ukrainian government permanently excluded gambling from the list of economic activities that can be licensed in Ukraine.
Online Gambling In Ukraine
Although online gambling was included in the blanket ban of 2009, until May 2011 Ukrainian online casinos used to operate as a result of a loophole. However, that same month the loophole was closed, disallowing local operators from hosting their online casinos offshore. Formerly sites hosted offshore escaped prosecution from Ukrainian authorities, but that is no longer the case.
